Finally, go empty your trash and re-download, for me there was 26,000 files that were hidden in there that were deleted so don't get alarmed if your file count is extremely high when emptying the trash, but this just shows that even though you deleted the steam launcher and apps on your computer, there's still thousands of files lurking somewhere, you just have to find them. DO NOT delete random or entire folders that aren't steam related or you don't know what they do, because quite frankly idk what they do either and it may mess some other shit up, just delete steam files only. The steam folder, delete, games downloaded from steam will have their own folder, delete them as well, and finally you need to open the application support folder and the cache folder, in here is where the issues lie, there's steam files and game files left in these folders that need to be deleted, so find all of them and do so. This will bring you to a bunch of different files in alphabetical order, find ANYTHING related to steam and delete it. You do this by opening the finder, going to the top left of your doc bar, finding the go tab, hold option and click the go button, on the dropdown menu look down, you'll find library, open that. What did fix it was deleting all the files off my mac, you need to find them though.
